Add ability to bypass captcha process if submitting multiple forms in public URL

Once user has completed captcha for the first time and submitted a shared form via the public URL, then allow to create new form by clicking a button on the "Message displayed after form is saved" popup.  If page is reloaded or left and returned to, then the captcha is required again.
