Prevent facility owner violations/fees, based on an inability to Auto-Process standard responses for 811 positive response posts

There is an inability to have a standard comment used, when posting an auto-processed response back to an 811 one call.   This is exasperated by the fact that a failure to provide a specific phrase results in additional violations/fees being assessed to facility owners by the state one-call.  In addition, the only corrective measure is to manually go back into each individual item, re-open, just to re-close with the desired standard response and hope for a measure of reasonable leniency to remove assessed violation fees.  Overall, everything appears to have been properly setup in auto-processing, yet a true auto-process, including the use of a standard comment and preventing any manual activity to perform this function, does not appear to exist as expected / desired.  The IRTH team's expedient assistance will be very much appreciated. (NOTE: Violations/Fees/Fines, will always vary by state one-call, as well as by state commissions.)
