We would like to see "Update" tickets noted as such "U" on the ticket summary screen. It would make it easier for the locators to see what tickets are new Routine tickets vs. Updates

I have another option that is short term that could help you right now. UtiliSphere has the ability to automate what happens when an Update is received. For the new Update ticket you can Copy the Folder and Locator from the previous ticket or Close the Ticket by copying the response from the previous ticket. 

For the old ticket you can automatically close all version of the old ticket. Below is the screen to configure this.
