Alert Notification - Filter Options

When configuring the Alert Notifications, there is currently no way to filter based on where the alert generated from. 

For example, if I wanted to setup an alert to notify the specific CDC code owner whosee locator incorrectly marked and caused a Transmission Failure, then I cannot do this. I can currently only send them every transmission failure alert for every CDC code we handle. For one state alone, we have 27 CDC codes and we have yet to add the other 7 states to the system.
