Feature allowing users to add custom or "mock" zones/pins/tickets?

Our company receives tickets through this system, and provides private locating service. Would it be possible for a user to add "null" tickets or just the ability to place pins/zones on the viewing map? I've been using Google to place pins for private locates, and it would be nice to have them all be merged on one program. This would make routing very efficient for us.
