Ability to send email message to Users filtered by user permissions

We would like to be able select all or select users or all users with specific permissions (example: I only want to message ticket users, not work management)  and have this add all the user emails in the "to" field of the admins email platform (OUtlook).  This way we can communicate more efficiently with our field technicians.
