Page numbers aren't showing up in filters

What is the deal with this? In some filters, I've seen it allow me to cycle through at least two page (Even though there are way more queries that extend beyond two pages). This one should clearly have multiple pages to cycle through but, there's nothing. To find a previous ticket, we have to go through an unnecessary amount of criterion fields in advanced search.
