Create a Type of Inspection from Esri Rest Layers within Geo Data View instead of Ticket Map

Currently when a company has ESRI Rest Layers integrated with UtiliSphere, they can view on a map any valves, drains, miscellaneous items on said rest layer, and when they click on them in mobile or on desktop, they can create a "Station/X" Inspection. 

On a call, a client asked Shane and myself if this could be done in the Geo Data Viewer instead of in the ticket map. This would allow being able to see various stations/valves/drains/etc., helping with routing and adding work items to a crew's day depending on where they'll be.
