Add 'Select Folder' option for Groups

Add the ability to adjust which folders a particular Group can select for download on UtiliSphere IOS and Desktop. This would be similar to the 'Select Filters' and 'Select Screens' options available under the Group Details Tasks list. See image below for an example.
