Change the appearance of Non Response Tickets

Change the appearance of Non Response tickets in the list view so they do not look exactly like an update ticket.  With no way to tell them apart we don't know there is a non response we need to address sooner then a normal update ticket.

I like this idea as well, Jeff.  We've previously discussed this with Irth.  


Temporary solution is to use the "Upgradeable" capability in the Ticket Type Category settings.

The issue here is the Ticket Type is incorrectly tied to Irth's Ticket Type Category.  Irth explained this is due to the state one call centers telling them incorrectly and they wouldn't change it due to that.  However, state one call centers don't have categories they only have types so I still maintain that this error was simply due to the state one call centers not understanding what Irth meant.
