Extend Length of Time Before a Ticket is "Archived"

Currently tickets are "Archived" after 60 days.  This means we need to use the Archived Search function to find the prior ticket for updates after 60 days.  This is slower.  Also, "Show All Related Ticket History in Ticket Details," does not link for these scenarios.  Sadly, a large number of our excavators do not update their ticket with the frequency that states request - also some states (like Missouri) don't have a specific length of time a ticket is valid as long as markings are visible.  This means our locators in MO are losing the ability to manage valid tickets in the same "inbox" or filter they normally use as tickets are automatically removed from visibility in filters after 60 days.
