Getting 'filter' assigned to a 'user'

At present the only to way to have a 'filter' being assigned to a 'user' is to have that 'filter' be a part of a 'group' first and then put that 'user' in that 'group'. Can an arrangement be made where if needed, a 'filter' can be assigned to a 'user' directly without having to go through the 'group' route?

This change has been made. Follow these steps:

1 Go to Work Management

2 Go to Filter Configuration. Add a new filter, if needed

3 Modify the filter

4 Select the Filter Criteria field

5 Select the Assign To field

6 Click Save

Are you trying to restrict access to Tickets or Work Items with these filters?

I think it was more for work items
